Default Blown Seals ?

I bought this used Garrett GT2560R ( have not installed on car yet ) I thought I would test to see if the seals leaked first, so I capped off the oil inlet and filled the drain with oil after 5 mins the oil started leaking around the compressor wheel ? is this normal or do the seals need pressure to seat ?
I was told after the turbo warms up it should stop leaking can anyone back this up or did I get ripped off on a used turbo.

Update: seals are worn out going with the exchange program from Garrett.

I was gonna say, even when the turbo is not spinning you're supposed to prime it before using it for the first time. If it leaks at any time the seals are bad. Just fyi for the next guy. Sorry to hear you got a bad snail.
